With the VX RTP, that is enough for sixteen unique-looking towns and twenty-four unique-looking dungeon/building types, and there are tons of quirky tile b-d (e is EMPTY for YOUR OWN USE) things that fit each dungeon/building type. You just double the size of the graphics and suddenly, hey, it works out just fine!
